Possible Reasons why SSS Maternity Benefit is denied

Are you pregnant or have just delivered your child and have applied your SSS Maternity Benefit? Here is the possible reasons why SSS Maternity Benefit is denied.

Member has not paid her contributions for at least 3 of the 12 months  before the semester of contingency (delivery or miscarriage). You may know if you are qualified for SSS Maternity Benefit in this article.

2. Applicable Contributions are paid but not yet remitted by Employer or Posted in the SSS Database

It is a good practice to regularly check your SSS Contributions if it is regularly remitted by your Employer (If you are employed) and posted. You may check your SSS Contributions online. If you have missing contribution, immediately reach your Payroll/HR Department and ask for proof of remittance.

3. Birth Certificate of Child was not Authenticated by the Local Registrar or Philippine Statistics Authority (PSA)

Do not submit the Birth Certificate issued by the hospital. You first need to get your Child’s Birth Certificate from the Philippine Statistics Authority (PSA) or get a Certified true Copy from your Local Civil Registrar.

4.  Inconsistencies in Child’s Middle Name and Surname

The child’s middle name is different from the mother’s surname, and the child’s surname is different from the father’s surname. Make sure that the child’s name is correct and consistent in all documents.

5.  The Numbers of Pregnancies, Deliveries or Miscarriages in the Forms or in Previous Maternity Claims are not consistent.

Example:  In your MAT1 form, you wrote 2nd pregnancy, but the Birth Certificate shows 3rd in Birth Order.  Another Example: 3rd pregnancy in MAT1, but MAT2 shows 2 miscarriages and 2 deliveries or the Birth Certificate shows 4 in Total No. of Children Born Alive. Make sure that the order of pregnancy, delivery or miscarriage in all document is correct and consistent in all documents.

6. Signature in Maternity Notification (MAT1) is not the same in Maternity Benefit Application (MAT2)

This may be because women change name and signature after getting married. Make sure to use the same signature on all your documents.

 If you want to change your surname as you are processing your claim, it is best to first wait that the change in surname is effected before you submit your MAT2 claim. Check your online SSS account from time to time to make sure that change of your surname is already reflected in the SSS Database.

7. Maternity Notification (MAT1) is not submitted to SSS before delivery of the child

It is adviced that you should submit a Maternity Notification to your Employer or SSS when you first learned of your pregnancy. You may

If you were not able to submit MAT1 or notify SSS online before delivering your child, attach your letter of explanation to your MAT1 form and ultrasound report or pregnancy test report. Not all explanations are accepted; it depends on your reason and on the SSS officer evaluating your claim.

Remedy for this is to submit an Affidavit to Explain Discrepancy in Names

8. Your Coverage Status in your Record is different from your status in your claim

Example:  You checked VOLUNTARY in your MAT2 form, but your status in your SSS account is  EMPLOYED. Make sure that your information in all of your documents is consistent.

9.  Member has no Date of Coverage.

Usually, a member discovers that she has no Date of Coverage upon submission of MAT1, but there are cases that are not detected early, especially now that MAT1 can be submitted online.

Why are  there members without Date of Coverage (DOC)?
These members without DOC are usually the ones who have been paying their contributions as Voluntary without first registering properly and correctly.

You have a Date of Coverage if:
 . you were reported to SSS by your employer as Employee
 . you registered at an SSS branch as Self-Employed using RS1 form and your Proof of Source of Income       and your application was approved
 . you registered as Non-Working Spouse and your application was approved
 . you registered as OFW and your application was approved

Making your FIRST payment to SSS as Voluntary is not allowed. You become Voluntary only when you stop being an Employee, Non-Working Spouse, Self-Employed or OFW, and you decide to continue making SSS contributions.

10.  Member delivered her child by CS, but did not submit Operating Room Record

11.  Member had Miscarriage, but did not submit Histopathology Report and Medical Certificate

12. SSS Member recently resigned from work but did not submitted required documents.

If you are resigned from work, do not forget to submit these additional documents:

  • Certificate of Separation
  • Certificate of Non-Advancement of Maternity Benefit
  • L-501 form

If your date of separation from employment is within 6 months of your date of delivery, you need to submit these 3 documents from your former employer:

  • Certificate of Separation from Employment (must include date of separation)
  • Certificate of Non-Advancement of Maternity Benefit (this means your employer did not advance any amount of maternity benefit to you)
  • 2 copies of Specimen Signature Card (SSS Form L-501)

If the gap between your Date of Separation and Date of Delivery is more than 6 months, but less than 1 year, prepare to submit these 3 documents. The rule mentions 6 months, but there are officers still requiring these documents even if the gap is more than 6 months.

There was one member who commented here, saying that the gap in her case is 11 months and 28 days, and her claim papers were accepted. But later on, her claim was Denied  due to lack of separation papers. She had to wait for her rejected papers, and had to resubmit her claim.

Hindi mo na ba makita ang employer mo? Or nag-AWOL ka ba?
If you can no longer find your former employer, or if you went AWOL and your request for documents is not attended to, you can use this form: Affidavit of Undertaking (English) or Affidavit of Undertaking (Tagalog)

13.  There’s an error in the Certificate of Separation or L-501.

Example: The signatures on the L-501 and Certificate of Separation are not the same. Or there is No Date of Separation in the Certificate of Separation.

14.  For resigned SSS Member, Certificate of Employment that was submitted instead of Certificate of Separation

Submit Certificate of Separation. These 2 kinds of certificates have almost the same contents, but they have different emphasis.  There have been at least 3 members whose claims were Denied because of this reason. 

15.  Member is SSS Voluntary/Self Employed, and has qualifying Contribution is considered late payment.

If for example, your Delivery Date is July 2022 and your qualifying period is from April 2021 to March 2022. If you do not have any contribution from April 2021 – June 2021 and you paid the January to March 2022 to be qualified for SSS Maternity Benefit, but you paid it on April 2022, then your payment will be considered late (even though you paid before the payment deadline). You should have paid your January to March 2022 on or before March 30, 2022.

    • Hi mam, If you have at least 3 posted contribution from July 2021 -June 2022, then you will be qualified for the SSS Maternity Benefit.

        I think I paid my latest contribution by mistake. I paid for May 2022 to July 2022, but my due date will be on October 2022, can I still pay for the previous months of this year? Say from January 2022 to April 2022? Will I still be eligible for the maternity benefits?

        • You can still pay for the April 2022 contribution, but for January - March 2022, hindi na kasi past due date na po.

          • Hi po I recently resign from my employer last may and 3 mos pregnant na po ako due ko po is Jan 11 peru paid naman po ng employer ko ang sss ko until May from 2016 and I paid june 390 as voluntary do I need I qualify na po ba?

        • If it is your goal to avail of the Maternity Benefit, and if your estimated delivery date is on Oct 2022, you should have at least 3 posted contribution from April 2021 - March 2022. If you do not have at least 3 posted contribution on the said qualifying months, then you are not eligible for Maternity Benenfit.

  • Kindly assist.My previous employer issued only 1 Certificate which states my date of separation and no cash advancement. Will this suffice or I should ask for 2 separate documents(cert of separation and cert of non cash advancement)?.Thanks in advance.

  • As per OFW schedule of payment Jan to Dec, we can pay anytime this year and Oct to Dec up to Jan next yr. Right? but for maternity benefit purpose, is there any another set of payment due date other than what was earlier mentioned

    • yes po, may bearing ang payment due date to qualify for a maternity benefit po even if you are an OFW. When po ang Estimated Delivery Date nyo po?

      • If EDD is Jan 2023, kailan po dapat magbayad for Jan to Jun 2022 para maqualify sa computation? hanggang ilang anak po ba ang pwede magclaim ng maternity benefits? thanks

        • Wala na pong limit ang SSS Maternity Benefit. Dati hanggang 4 lang, ngayon po kahit more than 4 pregnancy, pwede na po ifile. Hindi nyo na po pwede bayaran ung January to March 2022. Pero pwede pa rin po mahulugan ung April - June 2022. Hulugan nyo po ung Apr-June before June 30 para di po ma consider as late payment.

    what if may delivery date would be this june 2022, and have paid may monthly contribution from oct 2021 to march 2022.
    yung oct-dec 2021 ko na paid ko po bay jan, 2022 na kasi sa portal ang due date po is jan 31, 2022. tapos pag inquire ko po sa SSS office sabi nila dapat ang oct to dec 2021 ko daw na payment is nabayaran ko dapat hangggang dec 2021 lang not january daw po.
    ang question ko po bakit iba po ang due date na binibigay ni portal sa stand ni SSS office?? since pandemic po kasi naga rely lang po ako sa online portal or transactions. and i belive na legit ang mga due date na binibigay po doon. bakit po ganun ang nangyari sakin?

    • sa computation po kasi ng SSS maternity benefit, may tinatawag po kasing late payment. Dapat po ay binayaran po ung contribution within the applicable period. So for example, for oct-dec 2021 dapat po binayaran po sya within oct-dec2021 period. Pag January po considered as late payment po sya for Maternity benefit computation.

  • Pwede po ifile ulit kahit nareject yung sss maternity reimbursement? Kasi discrepancy on number of pregnancy and nakalagay sa reason. Pwede ba yun icorrect? Kay employer kasi ako nagpasa.

    • yes po pa correct nyo lang po kay Employer ung discrepancy then file po kayo uli.

  • Please pa-assist, pinagpasa po ako dati ng employer ko ng Mat1 through manual kase nagka-glitch sa system ng SSS at naibalik sa previous employer ko yung sa ER. Nung naibalik na po sa latest employer ko yung ER, hindi po naipost sa SSS yung Mat1 ko na pinasa.Nag resign po ako last december 2021 at nakapanganak na po ako this March, isinama ko nlang po yung receiving copy ni SSS ng Mat1 ko sa inattached ko online.
    Now po rejected ulit, ang reason po " with posted contribution after the date of separation indicated in the submitted certificate of separation from employment".
    yun lang po at wala naman sinabi si sss kung pano ko maaayos. please help.
    naitanong ko na po ito sa HR ng previous employment ko, talaga daw po na may lalabas na contribution ko nung january kase may utang sila from my december benefits.

    • baka po pwede po kayo mag request kay Employer nyo po na bigyan po kayo ng new Separation from Employment na naka date sa last posted contribution nyo, para di po mag conflict ang date of separation at last contribution.

  • Hi maam nakunan po ako may due date ko sana dec .tapos d pa ako naka bayad sa contribution ko kasi separate napo ako sa work ko.makakatanggap pa dn ba ako pag binyaran ko ang apri to june ano po ba dapat kong gawin

    • If May 2022 poa ng Month of Contingency (kung kelan po kayo nakunan), dapat po may at least 3 posted contribution po kayo from January to june 2021. If meron po kayo at least 3 posted contriubiton during that period, qualified po kayo for maternity benefit.

      • Hello po, i just recv my certification of non advancement of maternity benefit, and may last day to my employer is aug 31, 2022 pasok pa po ba ako para sa maternity beneift my edd this dec po. Kailangan ko po ba bayaran ang remaining months para maging eligible po

  • Ask ko lang , jan -march nhulogan ko ng april late payment na po b yan? Edd ko po is nov. Salamat po sa sagot

    • yes po, late payment pong ma consider yung January to March 2022 contribution nyo dahil April nyo na po nabayaran. Pwede nyo pa po habulin na hulugan nang maaga yung April to June 2022 nyo po. Pay po kayo this May or before June 30. July 2021-June 2022 naman po ang qualifying period nyo po.
