Who are SSS Voluntary Members?
SSS Voluntary members are those who are separated from employment or those who are self employed, overseas Filipino worker, non working spouse who chose to become a Voluntary Member and continue paying SSS contributions on his/her own account.
How to Register as an SSS Voluntary Member?
If a member already has a previous contribution from employment, or from being Self Employed, OFW or as Non working spouse, he/she may continue paying SSS contributions using the previously assigned SS number using the Contributions Payment return (SS Form RS-5) where he/she should simply put a check mark on the box for Voluntary Member. Posting of said payment will automatically change the membership status from covered employee, self-employed, OFW or non-working spouse to a voluntary paying member.
However, if an SSS Member has no previous SS record of coverage or SSS Contributions, he/she cannot start paying contributions as a voluntary member. Voluntary Membership is only allowed for previously employed, self-employed or OFW member. If in case that a Contribution is already made, said contributions are deemed to invalid and should be returned or refunded.
Effectivity of Coverage as an SSS Voluntary member is on the month the person resumed payment of contribution.
What are the Responsibilities of Voluntary SSS Member?
As an SSS Voluntary Member, there will no longer be an employer who will automatically deduct your SSS Contribution and Loan payment from your payroll. It is you who will personally do it.
- Pay your SS Contributions regularly either monthly or quarterly within the prescribed schedule. You may use the SSS Contributions Payment Return (SSS Form R-5).

For OFW members, the Minimum MSC is P5,000 which is equivalent to P550 monthly contributions based on 2017 SSS Contributions Schedule.
Self Employed and voluntary members, including OFW may change their MSC monthly. The change may be by one or wo salary brackets higher without requiring and additional submission of documents to prove their earnings. In case the change will result to an MSC of lower than P5,000.00, or where the change will result in more than two salary brackets higher or lower than the present MSC, a Declaration of Earnings must be submitted to support the new earnings. However, if the age of the member is 55 years or older and the present MSC is more than P10,000.00, the allowed increase is only one salary bracket regardless of whether the supporting documents are submitted or not.
Self-employed and voluntary members may enroll in the Auto-Debit Arrangement System which allows the one-time enrollment of the SE/VM member’s bank account for the automatic payment of monthly SSS contributions and loan repayments. This arrangement is open at the United Coconut Planters Bank, BDO, Bank of the Philippine Islands, Metropolitan Bank and Trust Co., Philippine National Bank, Philippine Savings Bank, Development Bank of the Philippines and First Consolidated Bank.
- Update or correct personal records with SSS by submitting a duly filled up Member’s Data Amendment (SSS Form E-4) with supporting documents.
- Be conscious of changes and improvements in SSS policies and benefit structure.
